I have content that I want to appear on every page.
See the "How We Can Help" section on the right on this page:
http://dev.advantagecardservices.com/learning-center/

Does anybody know how I get that content to appear on all pages without copying-n-pasting the coding onto all pages?

Please ignore the misalignment issue.

Can index.php be modified or is there another way?

You can put content in the Edit Post/Page Info Items boxes.
