Need TRANSPARENT space between "content" and footer

I have been trying to figure out how to add a 10 px TRANSPARENT gap between the footer & the bottom part of the contents/sidebars.

I've tried searching for a fix & haven't found one. any helpful ideas?

I also need to figure out a way to add that graphic in there... one thing at a time.
