Max. and Min Width of the site

I was wondering what the exact code is for defining the max. and min. width of the theme?
I wanted to try it out in a magento theme. I like the way you guys did it, so i am asking because i couldnt find a definite answer by looking through the different css files.

Where to look ?

Up to version 3.3.3 the code for that is in header.php
