How would it be possible to add a second, identical page menu bar into a widget area lower on the page?
(I know how to add the widget area)

Something like what they have done here only no color change?

Did you search the forum? I seem to remember a bread about this

I honestly did to the best of my ability, I just couldn't find a close enough example.

I know I could just hard code the links, but that is not optimal as I want to hand the site off to a client.

How about using a custom menu and the custom menu widget?
