I need to upload larger images

I have spent the whole evening trying to figure this out myself but everything that has been recommended isn't working (at least for me). I can only upload images 640 x 480 and I really prefer my images larger since I need the little details to show. I have read to add upload_max_filesize = 10M post_max_size = 20M to php.ini file which didn't work and then I tried to add php_value post_max_size "10M"
php_value upload_max_filesize "10M" to the .htaccess file and that didn't work either. I have several other users that upload otherwise it wouldn't be a problem since I am successfully uploading to my server and then linking to it but other users don't have access to my server and I prefer it that way. So help!!

Do you mean dedicated server when you say server? You need to restart the web server, i.e. Apache, after you changed settings in php.ini
