What is this type of menu called? I'd guess it was a drop down menu but the sub pages don't disappear after your cursor has left the relative area since after you click the subject they stay around until you click on it again to hide it.

they have a menu in a sidebar - you can put a menu in the sidebar by using a widget (pages for one) or you could use a text widget and code your own menu using html

In WordPress plugin language it could be called a dropdown menu, expanding menu, collapsing, etc. It all depends on what the plugin creator thinks it should be called. So you have to search and try.
