Comments: Making them easier to find

Right now this is what my users see



Where do I find options to change this so I can display the actual comment form with name and comment field so it's easier for my readers to see where to leave their comments?

And where do I set options for how the comments display on the blog once they've been posted?

Forgot to mention I'm using version 3.2. Do I need to upgrade to be able to change how comments are displayed?

OSX 10.11.5 WP 4.x Atahualpa(all) Safari, Firefox, Chrome
well, here is the answer for 3.4.3
Displaying comments and comment form below each post on multi post pages, in 3.4.2
