How do I ensure the default blog page that loads on opening the web site only shows certain categories of posts and opposed to all of them?

You can use a plugin like page2cat and then create a page and point to it as your home page (dashboard->settings->reading)

I ended up useing simply exclude which seems to do all I need and more
