I'm thinking about buying TF, but I have some questions:

1 - Can I import the Montezuma and just tweek it?
2 - Do I still get the "Options" meny like when I use Montezuma so that I can edit stuff?

NO - themeFrame is a theme development tool, you can not import existing themes into it

Themeframe is the options, you can edit to your hearts content, then upload the theme you have created to a WP site.
You dont get an "options" at the backend of WP site, no. Its all tweaked and customised before it leaves your desk.
