I am using

Word press: 3.2.1

Atahualpa: 3.6.7

I want to add rolling announcement at the right widget having an option of hyperlink so that if i click on an announcement it takes me to that link.

Can anyone help me out this.

Do a search on wordpress.org for announcement. There is one developer named Gopi whos pumps out a bunch of "announcement" type plugins and one of his may work for you.
