I upgraded to 3.6.7, and in untitled pages, there is "Permalink" inserted as the page title.

I've found bug fixes (think there was a bug fix in 3.6.4) addressing this, and the files for 3.6.7. seem to reflect those changes.

Ideas?

My solution is to always title a page and if I don't want the title to show I turn on Use Post/Page Options and just check the box for the title not to show. This also makes it easier to find pages for editing later instead of having to open the "no-title" page to see what it is.
