Comments Are Closed still shows...

I have removed all items for comments in the footer on pages on the post/page info items. I have comments enabled on some pages. The ones that I do not want comments on are showing "comments are closed".

Did I misunderstand that removing those items from the footer would prevent that from showing?

Do I need to change the theme's code to remove this?

In comments.php delete

Adding an option or removing this in next version
