Changing the dashboard->settings->general->WordPress Address (URL) or Site Address (URL) option can cause unexpected results. If you can't get into the backend, the only way to fix it is using phpMyAdmin to access the database. If you are not familiar with phpMyAdmin and/or making direct changes to the database, I suggest you hire someone to do this for you.

I have asked ISP to restore to earlier condition so I can work on it again.
How do I link it back to a non-WP index if I get it restored?
If they can restore anything I can use, I will back it up before trying ANYTHING!

If not, I will just have to start over again.

If you want to link to a non-wordpress page, create a custom menu and add the page link there - but call it something other than index.html
