How to add custom upper menu using javascript

How to add a custom upper menu at the place of pages in the theme.

I have my blog at http://trinitytouch.com/blog

and wish to add a menu as on http://trinitytouch.com/india/

same like 3D effects as in the given page either this will static, means no communication with wordpress.

I have read the thread to add a lightbox done the same to add this, but can't get success.
