I have created a static home page but would like to tap into some of the dynamic stuff generated with php. Specifically these are the things I would like to include

1. page navigation menu
2. footer
3. css for the 2 things above.

Any help would be much appreciated.

Your question is a little vague.
Are you saying you don't get a menu bar or footer on your static page?
Do you get a header?
How did you create the page?
can you post the URL to illustrate the problem??
Have you looked and read all the tabs in the Atahualpa Theme Options?
Which one are you having an issue with or don't understand?
