[SOLVED] Header does not reduce

Hi - I'm a newbie at some of this stuff with your theme so I'm not sure if this can be fixed or if there is a better way. I created a header with text overlay and text above and below. I created it this way as an image because I didn't know how to add the text above and after. Now when I reduce the window - there is no slider bar at the bottom and the header does not completely show.
