Bilingual site, translation, etc.

I'm trying to build an English and Chinese site http://www.ambit.ireneeng.com/ but don't know how .. after reading few threads .. like http://forum.bytesforall.com/showthread.php?t=1621, and http://www.category-icons.com/ (don't remember which thread but took it from one of the threads on this site.. ). Where do I get the plugin? And there isn't Chinese language .. I looked at this and it seems Google is doing the translation.
