fixed background

I'd like to keep my background at the top of the page when people scroll down. It fades to white with a dark line at the top. I'd like that dark line to stay at the top of the screen even when scrolling. How do I set things up so the background will scroll with the page?

Change scroll to fixed in your background line as below.
