There will be no more development for Atahualpa (or any other theme), and no support. Also no new registrations. I turned off the donation system. I may turn the forum to read only if it gets abused for spam. Unfortunately I have no time for the forum or the themes. [SOLVED] How to have a full-screen bottom bar with fixed-width website

I have a website that has a fixed width of 990px I want a full colored bar at the top and bottom. For the top bar I just inserted a background image, top center repeat-x. Is there a way to also insert a bottom color bar? Can I make the site have a fixed width of 990px for the header, page menu bar, and center column, and have the page footer have a width of 100%?
