I could easily put an widget in the header but now I want to put the excerpt post inside this widget.

It would be a little bit like the headlines, the big news appearing bigger in there.

Or maybe is there a better was to make posts appear in other location than the main column?

There are many plugins and methods to do what you want that it is difficult to give you a direction. There are featured posts plugins there are plugins like Spectu.la Page Widget that let you put a page in the sidebar and on and on. It's really a matter of searching through wordpress.org and testing some of the plugins till you find one that fits your needs.
