How could I create mini/sub sites

hi - i wondered if there is an easy way to set up a "system"/page where i can direct people who want to create mini sites for events based on a standard template i can create with info fields to be filled in to customize per event and which would all live without the overall site, but have a URL that people could be sent to, have some approval process where i could approve the people/site before they are live, etc. each "private" templated mini site would have a couple info pages where they would fill in info re their event and also post photos etc. after the event and also each site would link to a set of event brite pages that process donations for each (charity) event... thanks for any tips (fyi, i'm a non-techie WP user)
