Hi,

Is it possible to create a page of categories, with excerpts, which can then be used as a home page?

Or does anyone know of a good wordpess plugin to allow this?

Do a search on wordpress.org and try some. TPG Get Posts is one but it may not fit your particular needs so you would need to test.
