Dedicated Managed Server Host Recommendation

I have a site currently with BlueHost and it is now being CPU Throttled on an hourly basis. I'm thinking I've outgrown their shared hosting and need a dedicated managed server plan. Appreciate and thoughts on Hosts that you'd recommend and any tips on how to safely move from one host to another.
