ThemeFrame is a product that creates themes. i.e you buy it then you can create theme that you can give away or sell, your choice.

I'm sure one or two of the people that have bought it and created some professiona looking themes would be happy to sell you a copy of the theme they spend time and effort creating or you could buy ThemeFrame and create your own that you could give away.
