Have you applied the 3.6.7 bug fixes?

I checked the bug fixes and they are for things like changing the CSS & JS, which I haven't done, adding widget areas, which I haven't done, and double page titles, which I haven't experienced.

So, since they are not addressing anything I am either doing or experienced, I didn't apply them.

My sticky footers work and I have the three bug fixes in place. The code that was changed could easily have been an issue with other bugs as well. They just hadn't been discovered when the fixes where developed.

Okay, did the bug fixes. And surprise surprise! It fixed the footer.

That'll teach me!
