I believe 'above' is now changed to 'below' the comment form.

Edit bra_theme_options.php and change line 2643 from

HTML Code:

            "info" => "Show the \"You can use these HTML tags\" info above the comment form?"),

to

HTML Code:

            "info" => "Show the \"You can use these HTML tags\" info below the comment form?"),
