In the ATO>Style & edit Footer>Footer Style for links or for hovered links box you could put the background colors for those two items.

I'm not sure that the visited and active items will work if you add them to ATO>Add HTML/CSS Inserts>CSS Inserts with the selector of td#footer but you could try.
