[SOLVED] Page Title Option Not Available After Upgrade to 3.5.3

The page title option is not available to me after manually upgrading.

My home page has the word HOME on the page, but I don't want it there.

Does anyone have any ideas how I can activate this option?

I have reinstalled twice, but no luck.

Wow, I have been searching for an answer to this for months, yet I just stumbled across the solution in this thread:

You need to turn this on after upgrading to 3.5.3
