Parent Pages Top Navigation Bar, Subpages

Is there a way to make the top level parent page a static heading, non-clickable, but the subpages under dynamic and clickable? Hope that explains what I am looking for.

I currently use "links to" and "#" , which makes it un-clickable, but it create havoc with the search engines.

Thanks in advance for guidance.

Are you that this causes problem with search engines? Have you observed it on your site or are you assuming it?
