Creating multiple sections in one site

Hi, I am about to start work on a new site and would like to build it in WP atahualpa however I see a sticking point with it so hopefully you experts can direct me to a solution. Here goes:
The site is a finance company with 4 specialist areas. They want one Home page which has a top level navigation to access each of the 4 section. Each of these sections should have an identical layout but totally different color schemes and also the navigation for each section would need to be named the same across all four.
Example:
Home. The finance company
Section 1. Retirement
Section 2. Medical etc
Each of these sections would need About, Services, The Team, News (blog posts) etc. as a second level of navigation but unique to each area. A CSS file unique to each section can be done as a conditional statement I guess.
Is it possible in WP atahualpa to do this, have several sections using the same words for navigation but having different targets? And 4 different categories of news (blogposts) being presented in 4 different news pages.

Any advice gratefully received guys.

Awesome theme by the way!

Wordpress Multi-site could do this pretty easily.
