Comment Form does not appear on Home/blog page

The comment form does not appear on my Home/Current Blog page, though does appear on the bottom of all archived pages. I am using 3.6.1 Anyone have an answer?

Have you checked your FOOTER settings at ato->Edit POST/PAGE INFO ITEMS?
is discuession set on in the wordpress settings?
are the posts allowed to have comments?
