Can't Excerpt Posts at All

I'm using 3.5.1 and I can't get the excerpts to work at all.

Ideally I want to show 2 full posts and then excerpts after that but even when I try to excerpt all posts it doesn't happen. The posts still stay full and in fact they start duplicating.

Any advice?
