Static posts page not working

I'm using Atahualpa 3.6.4 and have specified a static home page and a static posts page. The home page works fine, as do all the other pages except the static posts page. When I click on the page designated as the static posts page, I get a completely unformatted version of the home page. If I switch to Twenty-Eleven everything works as expected, i.e. the few existing posts show up on the page designated as the static posts page. So, the problem is obviously a "feature" of 3.6.4.

I have applied all the bug fixes and disabled all plugins and the problem persists. Is this a known issue, and if so, is there a workaround?

The Announcements/Surveys page is the one designated as the static posts page under Settings | Reading.

what do you mean by 'static posts page'?

It should be a page you have added to the site.

the source of the page shows
HTML Code:

definitely not built by WordPress. This is something weird on your site.

Under Settings | Reading there is the option to designate static pages for the Home page and the Posts page. I've checked that option and designated a page for each. The Home page is working correctly, i.e. when going to the site URL, the home page is what is displayed by default.

The blank page I've created and designated as the Posts page does not work (i.e. does not display posts) when Atahualpa 3.6.4 is activated. It works fine when Twenty Eleven is activated.

Click on the Announcements/Surveys tab at the URL I provided and you will see the problem. That is the page that has been designated as the Posts page described above.

Can you try another page, like I said in my response, that is putting out a funny message in the source

Saturday Sept 17th 2011??

I see what you're referring to and have no explanation for that at all. I deleted the page and created a new one and it's doing the same thing, which is even more bizarre.

That aside, the remaining question is: why does it work correctly in Twenty Eleven? When I do a View Page Source while Twenty Eleven is activated, I see none of that weird code.

What happens if you Chang the permalink to the default?

Sorry for the delayed response. I got sidetracked onto paying projects.

Changing the permalinks to the default has no effect. That page still comes up wonky. At this point, I'm not going to waste any more time on it as the project has apparently gone moribund anyway. I appreciate your help.
