Comment page navigation edit question

Where can I find the place to edit the comment pages navigation (View Newer, View Older, View Page #)?

I want to center that area and try to change the colors. I attached a picture of what I want to move and color.

Other info if needed:
-My comments are only on pages and not posts.
-Running WP 2.9.2
-Running Atahualpa 3.4.6
