Encoding an external stylesheet in the header tag

I was just looking at the source code of my Atahualpa-themed web site and notice that the css code comprises about a quarter of it.

Is there a way to link to the stylesheet using the following code?

<link href="style.css" rel="stylesheet" type="text/css" media="screen" />

Set the CSS to be external ( see theme options)
