space between table cells, perhaps nested table issue

At the time of this posting, I have 2 annoying blank spaces that seem to be showing up above and below a nested table. I have removed all formatting from the tables section in ATO and removed all the image borders/padding in ATO...

I'm sure it is something silly, but INCREDIBLY annoying!

any direction would be greatly appreciated.

I would give the table an ID and then use CSS to "fix".
