On page load bottom of page/blog shows not top

I'm using Atahualpa 3.7.12, and I would like to display the top of the page on page load, but for some reason the bottom of the page is showing, obliging people to scroll up to see the latest blog items. I'm using a number of custom widget areas, including a footer widget area.

step 1 - disable all plugins and see what happens
