Framework?
 

Is Themeframe a Wordpress framework (e.g. Headway) or dedicated software web design software such as Artisteer.
Why is there no good tutorial videos available, especially since you are wanting money upfront ?

It is a theme creation tool more along the lines of Artisteer. It is still in beta and thus does not yet have the documentation that will come with the full version. Also much of the documentation is built into the tool. The $80 is a special price that will go up once this is out of beta.
