Can't Import Settings File

I installed 3.6 on a site that never had Atahualpa on it before. Went to import a settings file, and the importer isn't working. When I click on it, it just take me back up to the top of the page. I installed 3.6 on another site, and it worked fine. Any ideas what's causing this?

We are seeing some inconsistent issues with 3.6 and hopefully will have solution very soon.
