Can't Export Settings, No Sitemap, Can't Change Title Coloer

I have two websites that have tried several versions of Atahualpa on to correct these problems:

1. Sitemap is not generated. Have disabled all plugins and tried to rebuild a sitemap, but no luck.
2. Can't export settings. Clicking the button only takes me to the website. No files download.
3. Can't change the Title Colors on the homepage. Can change on posts, but not home page.

I've disabled all plugins, including W3 Cache, reloaded versions from 3.6.1 to 3.6.4, and still cannot correct problems.

Any advice would be greatly appreciated as I really like this customizable theme.

What version of WP and Atahualpa?
